Canvas testing consuming credits on published project

Hiya - I'm seeking clarification on credit usage during testing for a text-based web agent. My project was published about a month ago, but I am currently testing directly in the Canvas.
The Issue: Every button click/user interaction in the Canvas is consuming 1 credit, even though there are no AI blocks, intents, or APIs in these paths.
I've seen conflicting info:
The Docs say: "Messages sent during development... don’t use credits."
The VF AI says: "Canvas testing is NOT free... each button click counts as a user interaction."
Can anyone clarify which is correct? If the docs are right, why is my Canvas testing triggering charges? Also, is there a way to "un-publish" or revert to a Development state to stop the drain while I build?
